Important Updates on Argentina’s E-Invoice Regulations: Key Changes from ARCA 

The Argentine Revenue Agency (ARCA), formerly known as AFIP, has recently published new regulations that will significantly impact the Electronic Invoice process in Argentina. In response, Origen’s team of electronic invoice experts has been working diligently to update our partner solution for Argentina’s e-invoice requirements within SAP Document and Reporting Compliance (also known as eDocuments), ensuring the solution remains fully compliant and ready for these changes as they take effect. 

New Legal Requirements Published by ARCA: 

1. General Resolution 5614 – Indirect Taxes for Final Consumers and Exempt Entities 

General Resolution 5614 requires that businesses involved in the sale, provision of services, or placement of work to final consumers must clearly display the total amount payable by the consumer, including a breakdown of the net price without VAT and other indirect national taxes. This regulation mandates that the prices published for goods or services must specify both the gross and net amounts, excluding VAT and other indirect taxes. 

  • Effective Date: January 1st, 2025 
  • Impact on Operations: For businesses classified as “Responsable Inscripto” (registered taxpayers), when transacting with final consumers or exempt entities, the electronic invoicing process must now include detailed VAT and other indirect tax information. 

2. General Resolution 5616 – New Procedure for Legal Document Generation 

General Resolution 5616 introduces a new procedure for generating legal documents, specifically impacting the outgoing invoicing process. The key changes include the requirement to specify the VAT condition of the document receiver (the buyer) and to identify when the document is issued and paid in a foreign currency. 

  • Effective Date: April 15th, 2025 

Impact on Operations: This regulation will affect the invoicing process, especially for transactions involving foreign currency. The system will need to capture and process VAT information based on the buyer’s VAT condition.
